Hi, I’m Berké Brown, founder of Fogbreak Justice and BBI Consulting LLC—two organizations with over a decade of experience transforming organizational culture, strengthening leadership, and fostering community relations for government agencies and municipalities.
My approach is grounded in behavioral science, shaped by research I conducted at UC Berkeley—where I graduated summa cum laude for my work on intrinsic motivation, self-efficacy, and sustainable behavior change—and further honed through over 10 years of hands-on work with cities and public institutions. The frameworks I use today are evidence-based, results-driven, and tailored to align leadership, policy, and communication with the real psychological drivers of human behavior.
We’ve partnered with municipal associations like Cal Cities and MISAC, and worked with cities such as Lafayette, Elk Grove, Eureka, Solano, and Sonoma. We’ve also supported agencies such as the District Attorney’s Offices of Sonoma and Denver, as well as fire departments, police, and probation teams.
In the City of Eureka, our multi-year cultural initiatives contributed to a 30% increase in employee engagement and a 10% improvement in internal clarity around organizational vision—measurable outcomes that helped unify departments and improve morale across city staff.
While much of my focus is in the public sector, I also consult internationally with Fortune 500 companies and global conglomerates such as Sunway and Eastern Chemical. This dual lens allows me to cross-pollinate strategies between the private and public sectors, always customizing them to the unique dynamics of government leadership and community impact.
